GOING TO is for «planned future». For example, I have planned to go to a party and I say:

Hey, tonight I’M GOING TO a party.

WILL TO is not as planned. I can be an instant decision or a prediction. For example. I think I WILL go to Maria’s party. Creo que iré a la fiesta de María. (I’m not sure).
